Title: Consultation Services for Report Examining the Role and Value of Registered Practical Nurses (RPNs) in Healthcare Teams within Ontario.
Introduction:
The Registered Practical Nurses Association of Ontario (WeRPN) is seeking proposals from qualified research or consulting firms to undertake a project aimed at exploring and illustrating the distinct value added by RPNs to healthcare teams. This report will serve as a critical resource for frontline nurses, health care leaders and policy makers, shedding light on the unique contributions of RPNs and their impact on the provision of quality patient care, including the acute care, long term care, and community sectors.
Objective:
The primary objective of this project is to provide a comprehensive analysis of the role of RPNs within healthcare teams, emphasizing their distinct value proposition compared to registered nurses. The report will highlight RPNs’ specific skills, responsibilities, and contributions to optimizing patient care and healthcare system efficiency. This analysis will be conducted through the lens of the Quadruple Aim, assessing how practical nurses inclusion in nursing teams can improve patient and caregiver experiences, population health, cost-effectiveness, and provider well-being.
Scope of Work:
The consulting firm will be responsible for:
- Conducting thorough research on the role and contributions of practical nurses in healthcare settings, including but not limited to:
- Reviewing relevant literature, policies, and guidelines
- Interviewing RPNs and Registered Nurses (RNs), healthcare administrators, policy makers and patients
- Analyzing any relevant data related to patient outcomes and staffing models
- Identifying and delineating the unique value added by RPNs within healthcare teams, distinguishing it from the contributions of RNs and Personal Support Workers (PSWs).
- Developing a comprehensive report outlining key findings, best practices, and recommendations for optimizing the integration and utilization of RPNs in healthcare settings.
- Presenting the report in a format suitable for dissemination to frontline nurses, healthcare leadership, and policy makers ensuring accessibility and relevance to diverse audiences.
Deliverables:
- Detailed research findings and analysis.
- Comprehensive report outlining the role and value of practical nurses in healthcare teams.
- Executive summary suitable for dissemination to health care leadership and policy makers.
- Presentation materials for sharing key insights with stakeholders.
- Any additional deliverables deemed necessary for achieving the project objectives.
Budget:
The total budget allocated for this project is $150,000 (CAD), inclusive of all expenses. Proposals should include a detailed breakdown of costs, including consultant fees, research expenses, travel, and any other associated costs.
Timeline:
The project is expected to be completed within 9 months of project start date. Proposals should include a proposed timeline outlining key milestones and deliverable due dates.

Interested consulting firms are invited to submit their proposals no later than July 05, 2024. Proposals should be submitted using the electronic form below. Late submissions will not be considered.
Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
